as to my providing the leader with the authority necessary
to legalise his position in Hong Kong.
The party would
need to act on the instructions of the Military Attache to reach Hong Kong, and once in the Colony its authority would rest on & Commission which I must arrange to
provide.
I do not take your letter as meaning that the leader of the party, as a properly authorised British representative &üministering the government in Hong Kong,
